Detailed reviews are provided on capital works projects so as to ascertain the project’s health and likely outcome in terms of cost, time and functionality (i.e. does it meet the Owner’s purpose?). The reviews are focused on commercial, contractual and engineering outcomes and a key deliverable is a comprehensive action plan that addresses all identified shortcomings and emerging risks.

SARC’s reviews are strictly independent are usually performed under the sponsorship of the client’s Board of Directors or the senior executive.

Commercial risk modelling is conducted to:

a) establish a value associated with a conceptual project (investment)
b) establish sensible & realistic contingency levels for both Owner and contractors
c) forecast completion costs for distressed projects
SARC develops these models using the ‘monte carlo’ methodology; and with significant input from the relevant people within the client / project team (i.e. in terms of identifying and valuing cost & time impacts of discrete risks).

Risk management plans to manage the actual emergent risks during project delivery are have also been implemented.

3) Project Planning & Mobilisation

SARC has broad experience in the hands on mobilisation of complex projects; including in remote and harsh climates. Efficient mobilisation requires clear and concise planning that in itself is a mini project that often sets the relationship between contractor and client and is certainly the foundation of project success.

Specific services provided by SARC include:

a) Facilitation of mobilisation planning workshops
b) Development (& implementation) of mobilisation plan(s)
c) Establishment of project specific processes (nb project controls etc) to reflect the contractual, technical issues and the actual on ground organisation(s).

SARC has performed the central mobilisation management roles of many key project including:

  • Minsur Tailings Dam Construction – Peru
  • Magnet – EPC Iron Ore processing (D&C) – Australia
  • Lomonosovskoye – EPCM Iron Ore (Bankable Feasibility) – Kazakhstan
  • The ‘us Alliance’ -Melbourne Water Utility alliance (Water Authority alliance with Thiess and Siemens) – Australia
  • Mainline South Rail Project (D&C) – Philippines
  • Mt Keith Mining Alliance – Australia

  • Geological – certainly, quality & quantity
  • Mining operations
  • Processing capex & operations
  • External to site infrastructure
  • Environmental & social factors
  • Development path the ‘financial close’
  • Country risk

The valuation of the potential investment is based upon several scenarios:

  • Current Owner’s development plan; and
  • The recommended alternate option (usually focused on staged start-up philosophy where economically feasible). with a clear focus on achieving the best combination of IRR, NPV and maximised net profits.

The due diligence studies defines a preferred development option and sets out conditions precedent (i.e. on the acquisition / investment agreement) for the investor’s consideration.
